Hawaii: Medical
In 2000, the state legalized medical marijuana, but did not allow for the opportunity to establish dispensaries throughout the state. In 2015, Bill HB 321, established an official licensing system for medical cannabis dispensaries. This would allow for 8 dispensary licenses to be awarded, with each licensee given the opportunity to open 2 production and 2 retail locations, totaling up to 32 locations in the state.
