In 2004, S. 76 was passed by the Vermont General Assembly, which allowed cannabis use by individuals with severe illness. In 2014, S. 247 was passed, expanding and improving on S. 76 by:
Eliminating the cap of 1,000 patients who were allowed to access cannabis dispensaries
Allowing dispensaries to deliver cannabis to patients
Allowing naturopaths to certify patients.
Currently, there are only 4 cannabis facilities in operation.

Security Plan – Examples of topics covered in this plan is plans to protect assets and prevent a huge loss due to employee mistakes.
Procedures and Policies – Clear statements of how a company intends to conduct its business, services, or products.
Patient Record Keeping Plain – Applicable to medical cannabis centers. Outlines the legal requirements and ethical standards of keeping record of treatment plans and the services provided.
Patient Education Plan – Application to medical cannabis centers. Allows patients and their caregivers to understand their treatment plan.
Having these plans in place increases the likelihood of a safe and profitable cannabis business.
